the German Gov't. Iirc, he's exploiting a tax loophole that allows German filmmakers/investors to write off the budgets as a tax deductible. Which, as across the board awful as Uwe is, kinda makes me love him. He's doing what he loves, albeit awfully, and getting someone else to completely foot the bill!
